Under a bill submitted by MK Avichai Boaron, excess profit above a 10% threshold will be returned to the public in proportion to the premiums paid * It is proposed that the Insurance Commissioner be authorized to impose a monetary sanction of 5 million Shekels on an insurance company that fails to refund excess profits to its policyholders
